Couple of things come to mind.
1. Make sure DMA on your hard drives is enabled and working properly.
2. Make sure you have plenty of hard drive space available for the Windows Swap File..
3. 128 mb isn't exactly kickin rear and taking names. I would go up to 256mb.

Subject: [PCBUILD] soundcard, memory or software problem?
When I surf the Internet, the music I am playing via Winamp gets very spotty, i.e. there are breaks in the music, like I don't have enough available memory. But my P4 computer has 128 MB RAM, so it shouldn't be a problem. So it must be some setting in the software or in the CMOS, I would guess. Thanks for any advice.
