I would suggest that your first problem is that you're using Front Page to create webpages! :-)
Front Page doesn't tend to use 'clean' code. You might be better off using something like Dreamweaver where you have more control over the code that's put in. 
Have a look at Web Content Accessibility Guidelines by the Web Acceessibility Initiative setup by the W3C. Although it looks a little daunting because there's so much, you should be able to get to the bit you need - look up tables!
