Yes, this is true. In emeryville, for instance which borders between Oakland
and Berkeley, the new malls and the apartment complexes are all quite
accessible. I'm sure the city was "leaned on and encouraged" of course, by
advocates, like EBI, the agency that helps me manage my pca's.
