Hello Richard Innes,
>My local shop has built me a new box...
>On delivery it made a whiring sound while booting...
There is the standard procedure to test a new hardware (your technician
should to know it).
First, you should try the minimal hardware config without CD-ROM, NIC,
Sound card, DVD, etc. in the DOS mode. For example, try Win95/98
system floppy. If it work well, then try to instal an old win95/or98
(they should be copied on HDD beforehand).
Second, you can add new hardware one by another, when they work well.
Third, WinME/2000/or XP is the last step in the success case only.
