Yes, I can say with utter confidence, D.C. was the worst; we'd sit on the George Washington Parkway for hours whilst commuting to work in the District.  At least in all the other places, traffic was kept moving even at a snail's pace.

           Los Angeles
           New York
           Washington, DC
