I don't think JAWS is your problem here, but rather that most of the
browsers out there don't support the tags you mention, or the "longdesc"
tag either.

Probably best to just let the individual user's system handle it using
things like exception dictionaries, etc..  This is what each individual
user will be used to on their own system.

This is really icing on the cake if it works, but it is far more important
to use meaningful alt tags, simple language and navigation, and avoid fancy
DHTML constructs, animations, etc. (unless you provide an accessible
alternative).
