Purpose of Program: To produce, & advance the use of, knowledge to
improve the results of education & early intervention for infants,
toddlers, & children with disabilities.
Applications Available: April 22, 2004.
Deadline for Transmittal of Applications: May 26, 2004.
Eligible Applicants: State educational agencies (SEAs); local
educational agencies (LEAs); institutions of higher education
(IHEs); other public agencies; nonprofit private organizations;
outlying areas; freely associated States; & Indian tribes or tribal
organizations.
Estimated Available Funds: $300,000.
Estimated Average Size of Awards: $75,000.
Maximum Award: We will reject any application that proposes a
budget exceeding $75,000 for a single budget period of 12 months.
The Assistant Secretary for the Office of Special Education &
Rehabilitative Services may change the maximum amount through a
notice published in the Federal Register.

Purpose of Program: This program provides technical assistance &
information that (1) support States & local entities in building
capacity to improve early intervention, educational, & transitional
services & results for children with disabilities & their families;
& (2) address goals & priorities for improving State systems that
provide early intervention, educational, & transitional services
for children with disabilities & their families.
Applications Available: April 22, 2004.
Deadline for Transmittal of Applications: May 26, 2004.
Eligible Applicants: State educational agencies (SEAs), local
educational agencies (LEAs), institutions of higher education
(IHEs), other public agencies, nonprofit private organizations,
for-profit organizations, outlying areas, freely associated States,
& Indian tribes or tribal organizations.
Estimated Available Funds: $400,000.
Maximum Award: We will reject any application that proposes a

Training & Information for Parents of Children with
Disabilities -- Parent Training & Information Centers (Federal

Purpose Of Program: The purpose of this program is to ensure that
parents of children with disabilities receive training &
information to help improve results for their children.
Applications Available: April 22, 2004.
Deadline for Transmittal of Applications: May 26, 2004.
Eligible Applicants: Parent organizations, as defined in
section 682(g) of IDEA. A parent organization is a private
nonprofit organization (other than an institution of higher
education) that: (a) Has a board of directors, the parent &
professional members of which are broadly representative of the
population to be served & the majority of whom are parents of
children with disabilities, that includes individuals with
disabilities & individuals working in the fields of special
education, related services, & early intervention; or (b) Has a
membership that represents the interests of individuals with
disabilities & has established a special governing committee
meeting the requirements for a board of directors in paragraph (a)
under Eligible Applicants & has a memorandum of understanding
between this special governing committee & the board of directors
of the organization that clearly outlines the relationship between
the board & the committee & the decisionmaking responsibilities &
authority of each.
Estimated Available Funds: $4,144,360.
Estimated Average Size of Awards: $275,000.

Centers for Independent Living (Federal Register: April 26, 2004

Purpose of Program: This program provides support for planning,
conducting, administering, & evaluating centers that comply with
the standards & assurances in section 725 of the Act, consistent
with the design included in the State plan for establishing a
statewide network of centers.
Applications Available: April 27, 2004.
Deadline for Transmittal of Applications: May 26, 2004.
Eligible Applicants: To be eligible to apply, an applicant must
-- (a) be a consumer-controlled, community-based, cross-disability,
nonresidential, private nonprofit agency; (b) have the power &
authority to -- (1) carry out the purpose of part C of title VII of
the Rehabilitation Act of 1973, as amended (the Act) & perform the
functions listed in section 725(b) & (c) of the Act & subparts F &
G of 34 CFR part 366 within a community located within a State or
in a bordering State; & (2) receive & administer -- (i) funds under
34 CFR part 366; (ii) funds & contributions from private or public
sources that may be used in support of a center for independent
living (center); & (iii) funds from other public & private
programs; (c) be able to plan, conduct, administer, & evaluate a
center consistent with the standards & assurances in section 725(b)
& (c) of the Act & subparts F & G of 34 CFR part 366; (d) either --
(1) not currently be receiving funds under part C of chapter 1 of
title VII of the Act; or (2) propose the expansion of an existing
center through the establishment of a separate & complete center
(except that the governing board of the existing center may serve
as the governing board of the new center) at a different
geographical location; (e) propose to serve one or more of the
geographic areas that are identified as unserved or underserved by
the States & territories listed under Estimated Number of Awards; &
(f) submit appropriate documentation demonstrating that the
establishment of a new center is consistent with the design for
establishing a statewide network of centers in the State plan of
the State or territory whose geographic area or areas the applicant
proposes to serve.
Estimated Available Funds: $343,215.
Estimated Range of Awards: $13,844 to $154,046.
Estimated Average Size of Awards: $38,135.
Estimated Number of Awards: 9, distributed in the following
manner: American Samoa, $154,046, 1 award; Kansas, $27,630, 1
award; New Jersey, $69,222, 5 awards; South Dakota, $27,630, 1
award; & Virginia, $64,687, 1 award.
