For Text to Speech, I know that JAWS supports multiple languages, thus
offering more correct, though not perfect, pronunciation.  I don't know if
Kurzweil, SuperNova, ZoomText, etc. support foreign language pronunciation
or not.  But it would be easy to find out.

Are you inquiring about Speech Recognition, as indicated by your reference
to Dragon, or Speech to Text, which is referring to a speech engine which
can
pronounce French?  If the later, and you have a Screen Reader, or,
self-voicing Character Recognition program such as Kurzweil 1000, then, you
alreay
have the tools for "text to speech".
