Whereas Lactose -When hydrolyzed yields glucose and galactose- So much of
the structures are similar. I don't know what part of the structure the
immune system uses to identify either as an allergen. So it's not quite
dairy, maybe there's a cross- contamination issue, though. (I'm not sure if
this helps).
