Depends on the scanner/radio and band.  The most common scanner crystals
were the "Regency" type:

For VHF High band Crystal freq = (F/3) - 10.7   where F is the frequency
desired, divided by 3, then subtract 10.7 MHz

For example  for 162.40 on a regency type scanner:
(162.40 / 3) - 10.7  or
54.1333      -  10.7  =  43.433333 crystal freq

VHF Low band is simply Freq - 10.7

UHF is    (F / 9) - 10.7

Most Bearcat scanners used 10.8 (or was it 10.85?) as the first IF, rather
than 10.7
