An audio oscellator across a watt meter will do the trick, llike the one in
the little MFJ antenna tunner which will also address the other problem.
If the rigs have a 25khz calibrator finding frequency is sojmewhat
possible, at least for his band edges.  Otherwise get an extra and stay 1
qso within the band and you're okay.
