It is taking the power output, say 75 watts, and minus the feed line loss
of 5 DB, and 4 DB circulator loss and 7 DB gain assuming the antenna is a
half wave dipole. It is for the general ardio telephone operator exam. I
have seen the formula, but haven't used it that much.
