Hello John,
You could try one of these MFJ artificial grounds. They're just a series
tuned circuit which resonates a counterpoise wire. The wire must be less
than a quarter wave in length but can be run anywhere in the apartment. Once
tuned to resonance, you have created an effective RF ground.
I don't suppose it's as good as the real thing in practice but I've used one
here on the lower bands and it's certainly helped reduce RF feedback. I
can't quantify the improvement in radiated signal but I don't see how it can
do any harm.
