Work backwards, pulling external devices, drives, cards, and ram,
... while testing it at each removal until it starts working, or you have
it striped down, out of the case, on the bench, to a motherboard, one stick
of known tested good RAM, good CPU, good PCI video card ... then if it
still won't post put a meter on the battery to make sure it is good, and
then try pulling everything out of the board, including battery. Short the
batteries leads for 30 to 60 seconds,... let it sit like that for 12 to 24
hours. Then put the battery back in, put the CPU and RAM back in, hook up a
PS, and see if it will post. No POST = time for a new board.
