Wow, This answer (if correct) is not what I expected.
(I always hated looking for MY old CDs anyway.)

If your only real FULL version is Win95B(/C - or lower) and you
have been a faithful MS upgrader ever since, it seems like
you are still screwed?

A reasonable "workaround" is to get WinXP-Pro-OEM
with a processor and /or MB for around $137-$150
each (OS only) like I did last month.
Disclaimer: This is the "build it yourself version" and there is
NO free support from MS.
Being the OEM, you have to call yourself... (grin.)
(I have never called MS directly anyway...)

Side note:
(I even saw several MS-XP-PRO-Full Retail, sealed in the
big clear plastic box, for $150 at a going out of business 50% sale.)
So there are deals out there, sometimes...
I wanted to buy them and stick them on E-Bay, but do not
need the hassle and would have hated to get stuck with them...

after Win 98.
