Yes you can convert from FAT to FAT32 in Windows 2000.
Launch the command console.
Use this command

drive :\convert drive : /fs:fat32" command-line switch, where drive is the
drive from which you are running the convert utility

Windows 200 will make the change when you reboot

Third party applications like Partition Magic can easily do this, and you
may be better off doing it with third party programs when performing this
on a <full> C drive.
It goes without saying that you should backup ( with an image file) the
drive before you try this. I would also move everything I can off the
partition before I did it. And then move the data back on after the switch.
The more breathing room the better.
