Just to make sure everyone understands that there were two
 types of Windows 98SE Upgrade CD's:

1) there was the full Windows 98SE Upgrade package that you
 could by at the retail stores that you could upgrade
 Windows 98 OR Windows95 to Windows 98SE.

2) There was a Windows 98 to Windows 98SE upgrade that
 Microsoft sold for $19.95US that just changed the
 components in Windows 98 that were upgraded in Windows
 98SE.  It did not have all the Windows 98SE files on it.

Product 1) CD can be used as proof of previous qualifying
 version for upgrading to XP.

Product 2) CD cannot be used as proof for Windows XP.

If you have product 2), you should also have the Windows 98
 CD which also can be used for the qualifying upgrade CD
 for XP.
