Boot into safe mode on Win 98 and go to device manager.  It may be that you have multiple installs of one or both of these mice.  If so, uninstall all instances of any that you find and shutdown.  On restart you can start with a clean slate.  Win 98 SE has installed multiple copies of lots of stuff for me, including hard drives, optical drives, and mice.  I use a Cirque Cruisecat touchpad, and my wife wants a mouse.  When I had Win 98 SE it was a pain getting these two up and running without some error, which usually was as described above.
