In my ATX cases, the power switch is just like a door bell button.
What you want would have to be handled in the BIOS settings.
Look for a settings like: "Soft-Off by PWRBTN" and
"State After Power Failure". (Off, On, Auto - Award Bios)
These are under power management.
Since under ideal conditions, you would only touch the power
button for turning the machine on, having an auto turn-on setting
would seem to be just what you want.
