I don't think that the actions of September 11 have added any to the already
pretty clear FAA rules in this specific area ... on every flight I've been
on in recent years, the word before takeoff is "no FM equipment" ... period.
Even listening to an FM radio is verboten, let alone transmitting.  This
predates September 11 by a long, long time.
