No.  But a guy at the Kentucky Bureau for the Blind designed (and would
make) a clock with a refreshable Braille display that read down to the
second -- only about six hundred dollars.  I have always had ambitions
to get one for my shack but, naturally, never quite made it.

MMM ... think the engineer's name was Wayne Thompson.
