You said your wife was outside the grandfather.  What does that mean?  If
she's a Tech Plus, she's done the 5 wpm code test and it's part of her
license.  All she needs to do is pass the General theory to upgrade under
the present requirements.  there is no reason to redo the code once you've
done it unless you let your license expire so long that you have to start
all over.  Same goes for a Novice.  they've already got the code
requirement filled with their presently held license and don't need to do
any more code.  If your wife had gotten a no-code Tech license, that would
be a different story; but the term "Tech Plus" indicates she's done the
code already.

The only way I can see that she'd need to re-test for code is if she'd
taken a code test after the latest restructuring.  Since they are not
issuing Tech Plus licenses anymore, she would only have the certificate for
the code.  That certificate wouldn't count toward her present license of
no-code Tech in that case and it might expire after a year -- not sure on
that point.  In this case, however, she wouldn't be considered a Tech
Plus.  As far as I am aware there is only a Technician these days.  the
Plus is only something that tells the FCC that the code requirement has
been met.

Of course, the way to find out for sure on all points like this is to
simply call the FCC and ask.
