Personally, I like the Kenwood TR-751A with the VS-1 synthesizer for an
accessible 2meter mobile multi-mode radio.  Besides being accessible for
setting up both frequency and PL tones, it also has a pretty sensitive
receiver.

If you take the requirement for a mobile radio out of the mix, then I would
say that I love the Kenwood TS-790A.  It is quite accessible, and it has a
great receiver.
