Yes to both ... digital with key entry.  Includes jump buttons for up/down,
also.  Steps vary depending on band and there's a fine tuning button for SW,
but it doesn't do much for SSB reception.  That's the DX399's only weakness
and it's pretty bad in that department.  When I decided I wanted a new
radio, SSB wasn't a priority, so it's no biggie for me.
