I have an Epson Perfection 600 scanner connected with a scsi board.  It gave the error return saying it did not find twain.dll in the windows directory.  It was there so this was misleading.  I reinstalled the driver and did lots of other things.  Finally, I found that the problem was that I turned on the scanner after turning on the computer.  Reversing these steps fixed the problem.
