I've just finished fixing this same problem on a friends computer!!!!
Firstly, is Win98 2nd edition?
I had to re-install Win98 using the 2nd edition & the problem disappeared!!!
(AFTER 2 HOURS OF UNINSTALLING & RE-INSTALLING THE USB PORTS)
I don't know whether the MS site has a USB patch, it might be worth
checking!
Anyway, that's my 2 penneth worth.
