I would assume, based on what you've described here, that
your computer has its video integrated on the motherboard.
It is common, in cases like this for the video subsystem to
"grab" 16 MB of RAM for its own use.  Hence, the missing
16 MB, even with the new RAM.

As to the floppy problem, I don't have enough information to
speculate on what that might be.

Have you tried Start -> Find -> Files or folders, type cdtech.sys
(apparently a CD-ROM driver) and Find now?  If this locates it,
copy it to the location you've mentioned, since the computer
expects to find it there.
