NT Workstation and Server have the same kernel and can both handle
server duties. The Server version includes additional support utilities.
Because the Workstation was so good, it could be used for a Netscape Web
Server. Because this would put a damper on Microsoft sales of the Server
version, Microsoft installed a limit of 10 network connections into the
workstation installation. There is a registry entry that tells the
system if it is a workstation or server install. If it is a workstation,
then there is a 10 connection limit. To prevent users from changing the
identification, there is also a background monitoring program running
that will change the registry setting back to "workstation" if it
detects a change. A warning message is also displayed that tells the
user that it could be a violation of the license agreement to make the
change!

Yes you can use NT4 Workstation as a server, I believe it will handle up
to 15 clients.... I don't really remember ? But 5 to 10 no problem.
