Start in DOS mode using a startup disk in drive A. and type scanreg  /h at the DOS prompt. Scanreg can fix the registry and can
repair / restore any backup that was ever made at a previous date, you pick a date prior to the problem. Note this doesn't reinstall the missing drivers that you may have deleted. Hopefully this will allow you to at least restart your PC to fix it.

  Hello,
  I have a problem because I think I did something stupid with my computer. I am running windows 98 SE and after I uninstalled some software, I started getting an error on startup. Something like.

  The program required to run turbovcd.vxd could not be found. 
  The Systems registry of Systems.INI is refers to this file. If you deleted this program accidentally please try to reinstall it. (This is not the the exact error but it sounded something like that).

  The seame error would show up for the file turbovrd.vxd. 
  As a self proclaimed computer geek, I decided that I would hunt this problem dow and fix it. so I went into the systems registry and found these two files turbovcd.vxd and turbovrd.vxd Since they did not seem to be connected with any software, I decided to delete them. Now I can start up my computer. It gets to the windows logo screen and thn brings up a black screen. It gives me an error saying.
  Windows Portection error occured
  Please restart your computer (Something like that)

  I try starting it in safemode but it seems the files I deleted had something in connection with  drivers for my CDROM and CDR drives. When I start it in command prompt, it does not recognise the CDROM or the CDR drive and so I cannot reinstall the drivers. 
  Can someone please help me out..any suggestions or fixes?
