First, try to check your minimorum hardware config with DOS mode.
You should to get working DOS-7 mashine with EMM and HIMEM case.
If it will work well, then try to install Win95/Win98 as you like.
Note that HDD should be in the LBA mode (in BIOS).
After that you can add additional hardware.
Note that using two steps loading Win95/Win98 through the DOS mode
you can always control hardware problem. For this you should be
familiar with DOS and have any DOS shell like Norton Commander
starting from Autoexec.bat in the last line:
