It sounds like you did not enable "forms mode" in JAWS.  To do this, simply
hit the enter key on the first edit field or combo box you land on and then
you can tab to subsequent form fields.

Forms mode will automatically cancel itself once you submit the form, go to
another page, or manually switch back to the virtual PC cursor.
