Try unplugging the hard drive from the ide slot and see if you get a
post.  If you do then the problem is with the hard drive setup.  I've
had this happen when the ide cable wasn't securely in the slot or had
the jumpers wrong.

I've just installed a new mobo,processor,memory,floppy,cd-rom, and,HD
with a new case and 250w power supply. When I power up-the power on led
does not come on but, the cd-rom and HD do. I've inserted the set-up
mobo cd in and, still nothing.  I don't get a "beep" either. The
following lists my components: Intel CA810 mobo with video and sound on
board. 32mb memory-pc66 Intel celeron 633 fcpga processor- Maxtor 10.2gb
HD-
