  Well, if this keyboard works in other systems, or other keyboards
also fail in thsi system, then it may be the keyboard controller on
the motherboard that's broken.  [Otherwise, it's the keyboard
itself...]

  Keyboard controllers aren't generally designed to be replaced, but
a 586 is an old machine and perhaps due for a new motherboard anyway.
 That may, in turn, dictate new RAM and video....
