You don't mention what operating system you are trying to install,
but if you have a factory disk (bootable) with the operating system you
should be able to
boot and install directly from the cd with any recent motherboard.
  Or you can download a fresh bootdisk for microsoft products at:
http://freepctech.com/pc/002/files010.shtml
or for microsoft and other operating systems:  www.bootdisk.com
You can also make a windows 9x bootdisk from any computer running  the
operating system,
but I believe only win98 will have cdrom support in dos.
go to start/settings/control panel/add remove programs and you should see a
"startup disk " option tab on one of the tabs at the top.

 I have got what I believe is to be a valid boot disk from the IBM website
for first time running but all I get is:
