In device manager under hard disk controllers, highlight what you have and click properties.  Windows automatically installs these devices on startup. If you think what you have is a problem, highlight it in device manager and click remove.  On your next startup Windows will reinstall it.

As for your CD-ROM, is it the one that came with your system?  First check the jumper settings on it.  If it is on the same cable as your HD, the jumpers should be set to slave (if you don't have the manuals, you can often find the settings on the manufacturers web site).  If it is correctly set as a slave drive, then check to make sure your HD's jumpers are set to master.  If that's correct, check to make sure the ribbon cable is properly connected to the CD, that is, pin 1 to pin 1, and that it is plugged all the way in.  If all that is correct and it still won't see the CD, but will see the HD, then you may have a bad connection where the ribbon cable plugs into the CD (a new ribbon cable might be in order since the Gateway you're fixing is pretty old-cables do die from old age).  Even if you couldn't get it to run, Windows should see it.
