Isn't that a myth, especially if you use a composter (a wood or plastic
container with openings to allow air exchange)?  If you're concerned about
rodents burrowing under the composter, line the perimeter with chicken wire
mesh to a depth of 6" below the surface of the ground.

A well-aerated compost heap with the right mixture of "greens" (high
nitrogen materials) and "browns" (high carbon material) discourages
anaerobic conditions and odors (hydrogen suphide).
