Try turning your pc on, and hold the power switch in and don't let it
pop out - odds are your pc will turn off.  I believe the ATX power
jumper is normally designed to be open.  When you push the power on, the
mother board powers to a on state.  The system then responds to the next
short on that jumper and shuts down.

Most ATX systems I have seem respond to shutdown if that jumper is
closed for 5-10 if the system is on.

Doubt it will work for you.
