Use either Safe Mode to scan or down load one of the various shareware
scandisk helper programs. Even when you try to shut down everything there
are still programs operating in the background

I'm having the same thing occur on a Seagate drive. In my case I believe
the drive is about to go south. Scandisk will ask if you want to continue
receiving those messages. Select no and allow scandisk to continue.

I have a friend who has a 3 month old Compaq. It is a 850 MHz Duron, 128
MB
RAM, running Windows Me. When trying to run scandisk ......
  "Scandisk has restarted 10 times.

I used Ctrl-Alt-Del and shut down everything except explorer and it still
does the same thing. Can there be other things running after shutting down
everything that way? Does anyone have an idea what the problem could be
and
how to get it to run and complete scandisk? Any ideas would be greatly
  appreciated.

  TIA
