Howard,
Noframes works just like noscript. A browser that knows frames knows to
ignore the tag, and execute the code inside. If frames are turned off,
the browser also ignores the noframes tag.

Subject: noscript and java
Thanks for all that great input on noscript. One question that comes to
mind concerning Dennis' comment about older browsers not knowing
"noscript"
is: how come "noframes" works with browsers such as lynx to direct the
user
to an alternate page within that tag?
Secondly, to me it is not clear which setting in I.e. options turns off
scripting. There are a number of java options - script debugging, java
console, java logging. Can anyone clarify.
Thanks,
Howard Kramer
