There were known problems with the frames utility in both JFW 4.0 and 4.01,
but these have been corrected in the public beta of 4.02.  The Frames
Manager utility was completely redesigned and I'll admit that it takes some
getting used to; but once you have, it's as easy to create a new frame as it
always was.  The problem with deliberately backleveling yourself with JFW is
that you really can't go much farther back than 3.71 because too many newer
apps simply aren't supported ... IE/OE 6 and Adobe Acrobat 5.05, for
example.
