I agree with Barbara here.  Paying W5YI is, imo, exactly like these scam
artists who con the poor and elderly into paying them to perform "services"
with regard to Social Security, etc., when the individuals, themselves,
could do the same thing by telephone.  This is the inevitable downside of
moving everything online ... there will always be people who either don't
have computer access or who find the whole process too difficult and who can
be conned into paying a "service fee" or "convenience charge" to somebody
else.  Back when it was nothing more than filling out a 610 and mailing it
in, there wasn't much of a market for these people.
