I question why you would waive fines, not charge for lost items? I can understand extended checkout periods based on transportation issues, but I wouldn't expect that people with disabilities should be exempted from responsibility for returning things or paying fines.
We have a special program for people who cannot come to the library and there fines are handled differently since staff are responsible for visiting/delivery and pickup of items.
