I think the year is 1988 or there abouts.  If you ahd your tech before
that year, you would get a general just by doing the paper work.  This is
because in those days the tech theory was the same as the general
test.  To upgrade back then, all you needed was 13 wpm code.  When the
tech plus and all that came about, the theory tests were different.  But,
if you have the 5 wpm code, all you need is the general theory.  Hope this
makes sense...
