We have hundreds of dry-laid rock walls in Hawaiian fishponds constructed
from the 800s-1930s.  The water control is extremely intricate (sluices,
fish gates, water level adjustment). There is not a drop of mortar in
sight!  It is quite possible that it was built without mortar if they could
not adequately hold back all the water while building.
