CM's Slow to Change
When in recession contractors needed work so badly that they would jump on
anything... and CM's got used to it. Now that there is too much work CM's
continue to act as if contractors have nothing better to do. I've been
running into this all over the place. Why is it that CM's don't have the
brains to think about market forces -- particularly as it affects their
performance in serving their customers? Is there an inherent mediocrity in
the CM position? Is the psychology that seeks reduction of risk in
construction one that also leads to an enforced laziness?
