I think I finally found a fix for my numlock problem. In their great wisdom,
Microsoft decided that the numlock key on Windows 2000 server should always
come up in the off condition. If you change the registry setting to make it
boot in the on condition, the system changes your setting back to off! There
is even a knowledge base article saying that it was done by design - no
explanation why this design is good.

To make it stick, I changed two entries in the registry:

HKEY_CURRENT_USER/Control Panel/Keyboard - InitialKeyboardIndicator=2
HKEY_USERS/.DEFAULT/Control Panel/Keyboard - InitialKeyboardIndicator=2

I then did what you normally don't want to do - I turned off the machine
before it could change my settings! Since then, it has been booting with
numlock on.
