  There was about a two-year period, when USB was first being
introduced, when this was true.  Current motherboards build support
for USB keyboards, and possibly also mice, into the BIOS.

  Only motherboards made/designed during those first two years -- and
motherboards like the poster's, that were never designed for USB! --
should have this problem.
