Dual Operating Systems on 1 PC

I recently added Win ME to my PC.  Then to my surprise, I found that my UMAX
Astra 1220U Scanner would not work with the OS.

I confirmed this with the UMAX Website and found out that they will not
support this scanner with new drivers.

I thought that one way to resolve the problem might be to install WIN 98 on
a separate HDD on the same PC and install the scanner to that HDD.  Then
boot to that HDD when I need to use the scanner.

Is this possible? Or should I just buy a new scanner.
