I had EXACTLY the same problem as you several weeks ago and posted here. I
got lots of suggestions, but in the end, none of them worked.

I can almost bet that the problem is NOT at your end, it is at your @HOME
ISP provider end. In my case, although they said they had set my account up
for 2 IP's, in fact it had not been set up properly and the fault was 100%
theirs. It took 3 different phone calls and 3 different tech support guys,
but in the end there was a faulty setting that they had to re-set on my
account.

Be forewarned, as soon as you call @HOME they will tell you that they are
not responsible for supporting home networks. Make sure you tell them that
you are not asking for help with the Network (which seems fine), bit rather
in configuring and using the 2nd IP address which YOU ARE PAYING FOR! This
is not a network issue, but an IP issue.

Be persistent with them. The problem is almost certainly at their end.

There is a slight possibility that the problem is with the firmware in your
cable modem and that it needs to be upgraded, but chances are overwhelming
that the problem will be fixed at the ISP end.

I'm having a strange network problem.  I have an @home cable modem with two
computers.  I pay an extra $7 / month to get two ip addresses, one for each
system  Using winipcfg I confirm that the ethernet adapters each have a
different ip address.  The systems are both plugged into a Lynksys 5 port
workgroup hub.  When I turn on either computer my connection to the
Internet works just fine.  But as soon as I turn on the other system, the
newly booted system seems to knock the other system off-line.  (No e-mail
or Internet access).

The internal network is working fine.  Both computers see each other and
can share files.
