-The low execution numbers are not really a sign of civility or humanity.The Death Penalty was not as legal, or in vogue, in many places for most of those years. If you only looked at the most recent years - when most, if not all the executions occurred - that low percentage would get much higher. Anyway, what's the point? Should we strive for Islamic justice?
